About Eugene 
Eugene Collins is a dedicated community leader and candidate for East Baton Rouge Metro Council District 2. He has an impressive record of service, having held several important roles. This includes being the former President of the Baton Rouge NAACP, Regional Contract Monitor for the Louisiana Department of Health, and Chair of the Mayor's HIV Advisory Council. Eugene has also served as the Head Football Coach at South Baton Rouge Charter Academy and the Baton Rouge Raptors, a Commissioner for NBRNow, and a Community Ambassador for East Baton Rouge Schools. He leads the Scotlandville Grocery Project as the lead organizer and is currently the Executive Director of the Baton Rouge AIDS Society (BRASS). Eugene Collins is a proud member of Phi Beta Sigma Fraternity, Inc., and continues to work tirelessly for the betterment of his community.

Safe Streets & Community Programs

Our commitment to enhanced public safety includes improving street lighting, fostering unity and safety through resident collaboration, supporting neighborhood crime prevention initiatives, and advocating for enhanced community policing. Additionally, we will focus on youth engagement by promoting sports and arts programs, creating safe spaces for kids to play and grow, and implementing year-round youth workforce programming.

Flood Mitigation & Infrastructure

Our vision for sustainable growth includes advocating for community-focused development and ensuring projects incorporate advanced drainage systems to prevent flooding. In terms of flood preparedness, we aim to protect homes and businesses from flooding and strengthen infrastructure to handle heavy rains.

Small Business Development & Blight Mediation

Our focus on supporting local businesses involves increasing grocery options for better resident choices and advocating for resources and incentives for small businesses. To reduce blight, we aim to effectively mediate blight in underserved areas and transform neglected spaces into vibrant community hubs. In terms of job creation, we strive to attract new businesses to create jobs and boost the economy, support existing businesses for success and longevity, and increase Disadvantaged Business Enterprise (DBE) participation with supportive funding.

We will ensure that development benefits everyone, from underserved areas to middle-class neighborhoods, by promoting projects that preserve the district’s character and actively listening to and responding to community concerns.
